Leading experts in space policy, law and emerging technologies took part in the one-day workshop, held January 24 at GWU, with discussion focused on hammering out steps toward establishing a global consensus on security in outer space. The day-long workshop provided a summary of the results of a project initiated in 2005 by SPI with funding from the McArthur Foundation to stimulate international discussions of positive steps towards collective space security. GWU’s publications Collective Security in Space—European Perspectives and Collective Security in Space—Asian Perspectives were distributed at the event. The workshop also provided an opportunity for SWF to share information on a range of additional projects underway by our organization, which include establishment of a law-based system in space and the prevention of a space arms race. Dr. James Clay Moltz, of the Naval Postgraduate School provided an overview of the evolving U.S. perspectives on space security demonstrating the trend of non-weaponization. In 2005, SWF began work with Dr. Moltz to author a book entitled The Politics of Space Security—1957-2007, planned for release in June 2008 by Stanford Press. Nancy Gallagher, Center for International and Security Studies at Maryland, released the results of a poll commissioned by SWF on public attitudes for space security, http://www.worldpublicopinion.org/pipa/articles/home_page/444.php?lb=hmpg1&pnt=444&nid=&id=. The results of that poll demonstrate the public’s substantial preference for restraint over weaponization and negotiations and treaties over unilateral actions. These preferences held for Russians as well as Americans, Democrats and Republicans. The American public expressed stronger support for a presidential candidate that would refrain from putting weapons in space and for a person that would favor a treaty banning weapons in space. Theresa Hitchens, Center for Defense Information and consultant to SWF, and other workshop participants, discussed Space Situational Awareness. Workshop deliberations took into account conversations initiated at a conference sponsored by The World Security Institute’s Center for Defense Information, The U.S. Air Force Academy Eisenhower Center for Space and Defense and the Secure World Foundation. Industry and other space stakeholders are recognizing the importance of sharing data for increased security and efficiency in space. Brian Weeden and Ben Basely-Walker—both consultants to SWF—reported on the results of a 2007 summer session team project in Beijing of the International Space University on Space Traffic Management (STM), funded in part by the Arsenault Family Foundation (a sister foundation to SWF). Space Traffic Management offers one of the ways forward to achieving the secure and sustainable use of space. INCREASING AWARENESS In addition to the presenters, the Space Security 2007 report was available for workshop attendees. The Space Security Index (SSI) is a project of Cypress Fund for Peace and Security, Institute of Air and Space Law at McGill University, Project Ploughshares, Secure World Foundation, Simons Centre for Disarmament and Non-Proliferation Research at the University of British Columbia, and Space Generation Foundation. It is supported by the Canadian Department of Foreign Affairs and International Trade and the Ford Foundation. The SSI is the only annual comprehensive source of data and analysis on space activities and their cumulative impact on the security of outer space. Also available to workshop attendees was the recently published Space Economics and the Dis-economies of Space Weapons by the Economists for Peace and Security. This publication is a product of a grant from the Arsenault Family Foundation and part of an on-going project studying the economic costs of weaponizing space. The January 24 workshop at GWU was well attended by representatives of industry, commerce, military, science, and multiple governments indicating increasing awareness of the importance of space security. Although Ambassador Donald Mahley from the U.S. State Department reiterated the U.S. opposition to legal regimes for space, he discussed the necessity for a space protection strategy and Transparency and Confidence Building Measures (TCBM). The time is ripe for continued discussions on this topic. SWF also hosted a lunch briefing in Congress the following day, on January 25, that was well attended by staff from Homeland Security, the Armed Services Committee, as well as key individuals from space and science-related committees. Gerard Brachet, Chair of the United Nations Committee on the Peaceful Uses of Outer Space provided the congressional staffers with an overview of space security issues and work being done on the international level, including a new meeting in Paris in February of space faring nations and satellite operators to discuss issues related to the sustainable use of space. SWF continues to offer its services of research and information to those interested in space policy to secure the sustainable and peaceful use of space.
